The family of a British film maker shot dead in Israel have accused officials over failing to charge a soldier believed to be responsible for his murder.James Miller, 34, from Braunton, Devon, was killed by a member of the Israeli Defence Force in May 2003.So far, despite an investigation by the Israeli Military Police, no-one has faced criminal charges.
James's parents Geoffrey and Eileen Miller are meeting Israeli Ambassador Zvi Heifetz in London.
His sister Katie, brother John and wife Sophy are holding talks in Tel Aviv with the Israeli Advocate General, General Avihai Mandelblitt.
Eileen Miller said: "Our faith in that democracy is being challenged by their inability to bring a charge against the soldier responsible for killing James.
"All the evidence shows that the shot that killed our son was a deliberate shot."
Miller died as he and colleagues tried to leave the home of a Palestinian family in Rafah.
The group claim they were carrying a white flag and called out to troops, saying they were British journalists.
A soldier opened fire, striking Mr Miller in the neck, between his body armour and helmet.
The killing was captured by an Associated Press film crew and seen by several eye-witnesses.
"It seems there is a lack of will to act or disclose information and very real questions need to be asked as to why," said Sophy.
It is understood the inquiry was concluded several months ago but no details have been passed on to Mr Miller's relatives or the Foreign Office.
